Looking at music schools…HELP?

I am currently trying to find really good colleges for vocal performance. I know that you have to audition for the really good schools, but let me tell you a bit about my academic background. I am a straight-A student except for an arbitration in math my sophomore year. (I got C’s both semesters. My teacher didn’t teach at all.) I have taken AP Human Geography, World History, US History, English, and am planning on taking AP Spanish, Music Theory, and Psych. I speak fluent Spanish and French. I’m not trying to show off or anything, just showing you I don’t want to go to a stupid college. I’m Vice President of my class, and President of our choral department. Due to monetary limitations, I’ve not been able to take private lessons, but I believe that I’m very good, and we’re currently looking for a teacher. I’ve also been a part of a professional choir since 6th grade, and I am a section leader for the advanced group.

I want to go to school near a bigger city, preferably in the Northeast. Will you tell me the best colleges/conservatories for music (other than Julliard) or give me some kind of directory and also, would it be better to stay in a big city or to go to a smaller town (I’ve heard that Indiana and Oklahoma have very good programs…)?

The Eastman School at Rochester is the finest by far. One music professor claims "Their rejects go to Julliard." I of course cannot verify that claim.
