they are supposed to know basic english. The people watching Jimmy (guy reading) know the mistakes he makes. Jimmy is VERY stupid. That’s why they chose him to try and read english.

This program is …
This program is called Downtown no Gaki no Tsukai ya Arahende!! This was a Batsu game (punishment game) where Matsumoto Hitoshi, Yamazaki Hosei, Endo Shozo and Tanaka Naoki had to take part because they lost a sort of bet with Hamada Masatoshi (involving electricity - Matsumoto’s comedy partner who make up Downtown) so they had to do this no laughing punishment for 24 hours, where different people try to make these four laugh. This was in 2005. The “No Laughing” Batsu Games started in 2003.

Yup, Japanese TV is pretty goofy. The funny thing is that the Japanese take endless enjoyment at reveling in how ty their English is. According to standardized tests, the only country in Asia worse than Japan at English is NOrth Korea. Go Kim Jeong Il! Maybe this current recession and the lack of internationalization in Japan will stop this national joke.
